I primed a raw cotton canvas with Windsor & Newton oil painters primer. I did not apply rabbit skin glue before-hand. Should I just start over? What risks am I running if I paint on the surface as is?

If you were using an acrylic gesso and not a traditional one, there's no problem. The purpose of priming is to block the canvas from absorbing the oil paint.When not primed, the oils, in time, will cause the fabric to deteriorate and become brittle.
