The fisherman and fish form a unified positive plane - which in my estimation is good. The negative plane or ground contain some linear components that pull the eye away from the figure plane. You seem to be heading towards a two plane system. You may want to consider suppressing the ground plane by controlling the intensity of its line and colour as opposed to reducing the number of elements present.

I would suggest you consider playing with layered groups and controlling their position in space through intensity. Instead of having your linear connections taking place on the same plain link them between plains or layers thus creating the illusion of movement on and below the surface. This system would require much more planning and execution time.
