Original Japanese Oil painting on silk

I found this painting at a garage sale and got it for free. I honestly just wanted the frame and when I took this painting out it appeared to be an original oil painting (assuming it’s of a rural Japanese fishing village). It’s actually quite remarkable! I see the monogram/signature and I’m trying to find who the artist is. There appears to be another marking (maybe a secondary owner of the painting - I read somewhere people that buy paintings can add a marking of their own). Anyways I tried doing a reverse search with the monogram and wasn’t lucky. If anyone can provide any details (what type of painting , what period it’s from... literally anything please) would be greatly appreciated!!
